Headquarters Response

Cal OES Headquarters Response Directorate oversees all headquarters-based statewide coordination and related support functions, such as management of the systems, alerts/notifications, situational awareness products, training, and support of the State Operations Center, and is divided into the following five divisions:

  • Permanent Incident Support Team (IST)/State Operations Center (SOC)
  • Incident Management Assistance Team (IMAT)
  • California State Warning Center (CSWC)
  • Response System Integration (RSI)
  • Response Support Operations (RSO)

State Operations Center (SOC) & Situation Cell (SitCell)

Identifies emerging threats and carries out the principles of emergency management at a statewide level.

Incident Management Assistance Team (IMAT)

Specialized team tasked with providing rapid and effective support during emergencies and disasters.

Response Support Operations (RSO)

Primarily responsible for providing direct support to the SOC and other critical State emergency response activities.

California State Warning Center (CSWC)

California’s 24/7 intelligence hub for monitoring imminent, active, and potential threats.

Response Systems Integration (RSI)

Manages and supports various aspects of training and system development used by the State Operation Center.
