California State Warning Center (CSWC)

The California State Warning Center (CSWC), also known as the California Warning Point, is California’s 24/7 intelligence hub for monitoring imminent, active, and potential threats for the purpose of issuing notifications and guidance to preserve life safety. The CSWC receives and disseminates annually over 1.6 million notifications to internal and external Duty Officers (DOs), partners, and stakeholders, and provides notification for approximately 10,000 Hazardous material reports annually. The CSWC is responsible for maintaining constant communication with local and state agencies, and the State Operations Center (SOC) during emerging threats and incidents that impact California residents to ensure a collaborative response when incidents occur. The CSWC provides 24/7 support to the Executive Duty Officers (EDOs) as incident advisor and intelligence coordination for daily and situational briefings. The CSWC is responsible for statewide dissemination of the Daily Situation Report and Internal Incident Briefings while maintaining emergency distribution lists for all internal and external agency key staff. Included under the CSWC is the Alert and Warning Program, which has oversight to provide guidance and support to our local governments and under extreme conditions can send out alerts and or warnings to the public.

Notifications

  • Over 1,155,000 notifications annually for weather warnings, fires, power outages, seismic incidents, etc.
  • 10,000 hazardous material spill reports, resulting in 395,000+ notifications to government agencies.

Situational Awareness and Intelligence

  • Early Threat Detection (ETD): Identifying potential threats that could impact California. Analyzing past or forecasted incidents and current threat intelligence, ETD aims to proactively mitigate risks and enhance overall posture.
  • Provide Executive Situational Awareness Briefing’s on behalf of the Executive Duty Officer (EDO)
  • Produce the Cal OES Daily Situation Report, offering statewide emergency management situational awareness.
    • Published daily at 1000 hours to governmental emergency management partners.
  • Emergency distribution lists for all internal and external agency key staff.
  • Sources: Cal OES Law Enforcement, Cal OES Fire Branch, Cal OES STAC, Cal OES SHB, Cal OES Internal/External Duty Officers, National Weather Service, and others.

CSWC Responsibilities

  • Monitor, receive, coordinate, verify, and disseminate information pertains to emerging threats or incidents affecting California.
  • Procedures for handling incidents including major fires, PSPS, earthquakes, tsunami’s, floods, hazardous material releases etc.
  • Ensures timely and accurate dissemination of information from various sources.
  • Resource Requests (RRS): The CSWC provides 24/7 support to ensure resource requests from Operational Areas (OAs), California Department of Forestry and Fire Protection (CALFIRE), and California Department of Corrections and Rehabilitation inmate crews (CDCR) are submitted accurately and in a timely manner.
