Supports strategic leadership, guidance, and coordination with other federal, state, local, and Tribal stakeholders on a wide range of program policy development and evaluation activities. Analyzes, updates, and develops new policy and program initiatives and operational practices in order to ensure effective achievement of the department’s strategic goals.  Responsible for the planning, analysis, development, and implementation of California’s Emergency Management Program.

Congressionally Directed Spending (CDS) / Community Project Funding (CPF) and Requests for a Cal OES Letter of Support

Cal OES is the State Administering Agency (SAA) for the Legislative Pre-Disaster Mitigation (PDM) Grant and the Emergency Operations Center (EOC) account. Typically, the guidance released by the Committee on Appropriations of the House and Senate require congressional offices to upload a letter from the appropriate SAA confirming project eligibility and the SAA’s willingness to administer the grant. 

The Cal OES Policy Office is the lead for intake and coordination of requests for a Cal OES letter of support for Emergency Operations Center (EOC) and Legislative Pre-Disaster Mitigation (PDM) funding as part of the Congressionally Directed Spending and Community Project Funding application process. The congressional office, eligible applicant, or the project applicant’s designee may contact Cal OES to request a letter of support.

For Cal OES to complete a review of project eligibility, a copy of the congressional application and relevant supporting documentation for the project should be submitted to the Policy Office Inbox: Policy@caloes.ca.gov
